To do this, I painted my nails black with two coats. Then I took a dotting tool and made white dots everywhere (this makes the neon colors stick out more). After waiting about 5 minutes I randomly dotted other colors over the white dots! :)

Fortune Cookie Soap!!!
I love Fortune cookie soap, it smells delicious and it is so cute! All of the fortune shaped ones come with fortunes inside! :)
